How to compress a PDF

Drop the document in. The page count and a preview appear immediately.
Say how far to shrink it. Use the quality slider or name a target size in kilobytes. The render scale sets the resolution: 1.5x keeps text crisp without much extra weight.
Download and check it. Save the smaller document and open it to make sure the pages are still legible.

How small can it get?

A photographed scan can shrink a lot. A document that is mostly text has much less room, because the pages have to stay readable.

Will the text still be selectable?

At the higher render scales, yes. At 1.0x a scanned page becomes a picture, so extract the text first or use 1.5x and above.
